As a higher education institution, Thuyloi University is dedicated to training high-quality human resources, conducting research, and transferring scientific and technological advances in engineering, technology, and economics, thereby contributing to the sustainable development of the country.
VISION
By 2050, Thuyloi University aims to become a multidisciplinary, research-oriented higher education institution, ranking among the top 10 universities in Vietnam in engineering, technology, and economics, while maintaining its leading position in water resources, hydropower (renewable energy), natural resources, environment, disaster prevention, and mitigation.

I. TRAINING DEVELOPMENT STRATEGY
– Maintain stable enrollment at all levels during the 2021–2025 period, ensuring an annual intake of approximately 4500–5000 undergraduate students, 500 master’s students, and 20 doctoral candidates, while progressively improving the quality of incoming students. From 2026–2030, increase undergraduate enrollment by an average of 2% per year compared to the 2021–2025 period and expand postgraduate enrollment to meet the objectives of a research-oriented university.
– Continue expanding the range of academic programs, prioritizing the introduction of disciplines with high social demand and high-quality programs.
– Ensure graduates possess the knowledge, skills, autonomy, and responsibility to meet the increasingly demanding needs of society.
– Enhance students’ academic performance, moral development, research capabilities, and participation in extracurricular activities to enable well-rounded growth in ethics, knowledge, health, aesthetics, and professional competence. Aim for over 95% of graduates to secure employment, be self-employed, and meet the requirements of both domestic and international labor markets.
– Strive for international students engaged in study, research, and exchange to account for 2% of the total student population by 2030.
II. SCIENCE, TECHNOLOGY AND INTERNATIONAL COOPERATION DEVELOPMENT STRATEGY
1. Science and Technology Development Strategy
– Gradually increase the number of international publications each year, aiming for every full-time faculty member to publish at least 0.3 international journal articles per year in reputable journals by 2030;
– Achieve at least 20 patents and utility solutions by 2030;
– Address complex, interdisciplinary, and socially relevant problems; maintain leadership in water resources, hydropower, disaster prevention and mitigation, and climate change adaptation;
– Increase revenue from scientific and technology activities during 2026–2030 by 15% compared to 2016-2020;
– Establish a center of excellence in science and technology;
– Develop a science and technology incubator, creating an ecosystem for innovation, creativity, and entrepreneurship.
2. International Cooperation Strategy
Proactively and actively expand and strengthen international cooperation in all areas, including training, scientific research, technology development, and consulting services, both in Vietnam and the region, in alignment with international standards, within the context of university autonomy, integration, and significant reductions in non-refundable aid to Vietnam in the coming years.
III. ORGANIZATIONAL AND INSTITUTIONAL DEVELOPMENT STRATEGY
Streamline and consolidate the University’s organizational structure for efficiency, aligning with its mission and vision while meeting the demands of international integration.
Improve institutional frameworks following models from advanced universities and in compliance with Vietnamese law; ensure all institutional documents are complete, lawful, systematic, regularly updated, and supportive of effective leadership and management.
IV. QUALITY ASSURANCE STRATEGY
– Foster a culture of quality along with an internally operated, effective quality assurance system. Develop comprehensive regulations, procedures, and guidelines in accordance with the requirements of the Government, the Ministry of Agriculture and Environment, and the Ministry of Education and Training. Build an appropriate information technology system to support quality assurance work.
– Ensure institutional and program-level accreditation is implemented in compliance with the number and quality standards set by the Ministry of Education and Training and the Government.
V. RESOURCE DEVELOPMENT STRATEGY
– Build a staff and faculty team with an appropriate number and structure, meeting the requirements of a multidisciplinary university with institutional autonomy; ensure teaching and research personnel fully meet the demands of a research-oriented higher education institution.
– Develop infrastructure to meet the requirements for training and scientific research, achieving Vietnamese standards for facilities at a multidisciplinary, research-oriented university.
– Strengthen financial resources to ensure sustainable development. Strive to increase scale, diversify income sources, and build a balanced, sustainable financial system with reserves for risk management. Manage and utilize financial resources efficiently.
