On May 22, 2026, a delegation from Thuyloi University led by President Nguyen Trung Viet attended the 2026 Vietnam–Russian Federation President’ Forum organized by the Ministry of Education and Training at University of Transport and Communications. The event attracted the participation of 62 higher education institutions from the Russian Federation and nearly 70 universities and higher education institutions from Vietnam.

The Forum was attended by Standing Deputy Prime Minister Pham Gia Tuc; Deputy Prime Minister of the Russian Federation Dmitry Nikolaevich Chernyshenko, who delivered an online address; Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Vietnam Bezdetko Gennadyi Stepanovich; Minister of Education and Training Hoang Minh Son; leaders of the Ministry of Science and Higher Education of the Russian Federation; and representatives from numerous universities and research institutes of the two countries.

In his remarks at the Forum, Standing Deputy Prime Minister Pham Gia Tuc affirmed that the Vietnam–Russian Federation President’ Forum serves as an important platform for connecting higher education institutions of the two countries and for implementing the commitments made by senior leaders to promote educational cooperation, particularly in higher education. The Deputy Prime Minister also emphasized the Vietnamese Government’s determination to create favorable conditions for training cooperation programs, scientific research, and faculty and student exchange activities between universities of the two countries to continue developing in a stronger, more substantive, and more effective manner in the coming years.

Minister of Education and Training Hoang Minh Son also emphasized that the Forum is an event of special significance, contributing to the promotion of educational and training cooperation between Vietnam and the Russian Federation, while serving as a highlight of the series of activities for the Vietnam–Russian Federation Year of Science and Education 2026. The Minister noted that there are currently more than 400 cooperation agreements between higher education institutions of the two countries still in effect, and nearly 50 new cooperation documents are expected to be signed within the framework of the Forum. This demonstrates that higher education cooperation between Vietnam and the Russian Federation is developing dynamically, substantively, and with great potential.

Within the framework of the Forum, thematic discussion sessions focused on two major areas: cooperation in education and research in the fields of natural sciences, engineering, and technology; and cooperation in economics, languages, culture, and social sciences and humanities. Delegates also discussed various topics related to the development of technical education, the training of high-quality human resources, digital transformation in education, the establishment of joint Vietnam–Russian Federation research and innovation centers, and the promotion of scientific research collaboration and technology transfer.

Notably, within the framework of the Forum, the Ministry of Education and Training of Vietnam and the Ministry of Science and Higher Education of the Russian Federation signed the Regulations on the Organization and Operation of the A.S. Pushkin Russian Language Center. The Center aims to promote the teaching and dissemination of the Russian language in Vietnam, while strengthening linguistic, cultural, and academic exchanges between the peoples of the two countries.

Thuyloi University explores potential cooperation with Moscow Power Engineering Institute
Through the Forum, Thuyloi University further expanded its international cooperation network with leading universities and research institutes of the Russian Federation in its key areas of strength, including water resources, hydraulic engineering, construction, environmental studies, engineering technology, and digital transformation, notably with Moscow Power Engineering Institute (MPEI). MPEI is one of the leading technical universities in the Russian Federation in the fields of energy, electrical engineering, electronics, and information technology.
Within the framework of the program, the University leadership participated in networking and exchange activities with Russian partners regarding the potential implementation of joint academic programs, scientific research cooperation, and faculty and student exchange activities in the coming period, thereby contributing to strengthening the traditional friendship between Vietnam and the Russian Federation in the fields of education, science, and technology.
